Gap at the wiper arm base

From the photo below, there is a large gap at the wipe arm base on my FJ62. I didn't see where the base is adjustable? Has this been solved before? If so, please point me in the right direction. Wipers work fine, no issues, no weirdness. Just a LARGE gap.

remove wiper arm
re-position plastic bezel, it should snap into place
re-place wiper arm

the plastic bezel covers the pivot shaft

If the cover won't snap into place, one or more tabs on the underside have broken off. Last time I checked, Toyota still stocked them.

So I removed the wiper arm and the cover is still off by a mile! No damage to the cowl. Looks like the base is off by a half an inch.
