Thanks to all! I will break out the wire wheel, remove some paint, see where we are, and report back (with pics).

Yep, I say replace the bad sections.

Mine had rust issues in the same spots.

Yup mine were repaired in the same area by the PO and now showing some signs of needing a touch up or redo in that area
