why am I blowing quarts of oil out my valve cover blow tube on my brand new 22r Toyota motor can any one please tell me why and how to fix problem

Did you take out the oil guard from inside the valve cover?
Maybe too much oil pressure.
Who rebuilt the engine? What's the compression like? Unless the oil baffle has been removed form the velvet cover then likely cause is excessive back pressure, possible cause could be improperly installed rings.
