Fog light not working (both sides) 2001 LX470

I'm having trouble with the fog lights on my 2001 Lexus LX470. Both sides stopped working at the same time. I’ve already replaced the bulbs, but that didn't help.
So far, I’ve checked the 'FR Fog' fuse in the driver-side kick panel and it’s intact. I also tested the fog light connectors with a multimeter while the switch was on, and I'm getting 0 volts.
I'm a bit stumped on where to look next—could it be a relay or the stalks switch? Any suggestions on what to test next would be greatly appreciated. Thanks!
 
Upstream of the bulbs is the fog light relay in LHD kick panel.

Per the thread below, it is apparently on the BACKside of the panel (facing the sheetmetal). Further upstream is the switch. I'm sure you know the fogs only work when switch in in LOW.

Don't do what I did and ignore the fact for 20 minutes that my "brights" were on :rofl:and the fogs don't illuminate in that scenario. Was a bit less obvious during the day time... at least that's what I'm telling myself.

Hope your issue is a simple fix!
 
I turn on the light switch to all possition and it won't turn on. In the driver side conjuction box, I only see the FR FOG (15A), I don't see the FOG fuse. I'll check the back panel when there's light to see if it is turned off. Thank you for the reply. I'll keep this update once I try tomorrow.
