FJ60 Starting Issues

Hi All,

I have an old FJ60.
Got tired of thoughts and prayers in the cold mornings, so paid my mechanic to put a new battery.
Still praying.
Told him to put a new starter, it is Ultima or something.
It worked well, but then worked less and then didn't work.
He replaced the ignition starter under the steering wheel.
It worked for a bit, then no more.
He replaced the starter with a new one.
Worked very well.
Then did not work, no click.
He replaced some wire and it works.
But
Last night it did not click to start, only started working randomly.


The starter works, if I take it out I put 12V and it comes out and spins fine. I also got a Toyota Original to try that.
The 12V thick cables run to the ground and to the starter and seem in order. I am ordering another pair and will replace the ones I have.
The 12V thick ground from the frame to the Starter is an original. I am ordering another one and will file the frame and replace it.

My guess though is the cable from the starter is faulty.

I followed the video by this guy.

He seems to have a starter relay, mine is an FJ60 so I don't see one.

The Starter has a cable that is used to start the starter, it is thinner and is black and white.
I assume that cable runs up into the passenger side corner and from there into the interior and from there along the dashboard to the ignition.

So my question is.
1. How do I remove the steering wheel cover under the steering wheel so I can get to the ignition and the start of this cable.
2. How do I get to the cable then, that I assume runs from driver to passenger behind the dashboard so I can replace it.

do you have other electrics when the rig doesn't turn over? headlights, radio, etc?

I would start with easy stuff:
battery connections
good clean grounds
fusible links

headlights work, radio works, AC works.
Battery connections are clean and nice.
Nothing looks fusible.

battery connections good, what about the other end of the ground?
if stock, coming off the battery + should be a few fusible links
