I have not set the Fast Idle, was mainly concerned with Idle Speed. Figured once I got the idle where it needs to be, then I could adjust Fast Idle.

Fast Idle is for the choke, yes? When Choke is closed, knob pulled out, RPMs increase to whatever Fast Idle is set to. Am I understanding correctly?

Right now, if choke is closed all the way, RPMs are very high. Which is understandable as I have not tried to set Fast Idle Speed. Is there any relation between Fast Idle and Idle? Could this be why I'm not seeing much of a change in Idle Speed when adjusting?
 
you have to adjust both together. The way I do it is set the idle to the idle rpm which is 650-750 then adjust the mixture screw to the point where it idles the fastest then adjust the idle back to desired rpm then adjust mixture to the highest idle then lower the fast idle screw . you keep doing that until the point the mixture dont change the idle and your idle should be in the 650-750 range. Need to get the tach going to going to see where it idles.
You can also do the same adjustment procedure and use a vac gauge.
