Fj45lv Vin ?

I have a 45LV frame that I would like to get titled. When I started looking at the #'s it says: 4FJ45-..... What does the "4" mean in front of the FJ45?
I have had other 45's and have never seen this before and it is definitely factory. Also, when I title it this frame using this VIN, should that "4" be in the VIN?

"4", means frame was made in 1964

... and yes it should go in vin id.
