Had mine stuck in 4hi. Stock 74 fj40.
Just replaced pinion seal and gear oil in front diff so I put it in 4Hi with hubs manually locked for a few miles to put some pressure on the new pinion seal and drive in a dirt lot across from the shop.
Then, could not get out of 4hi, and hubs stuck. I backed it up 20 feet, same thing. Still stuck.
Popped the clutch once forward, once back, very small chirp of the tires, not even enough to kill the motor or bring my wife out the house for the WTF about burnouts in the driveway.
Rolling ever so slightly forward it clicked back into 2hi. At this point the hubs turned easily and smoothly to disengage.
