This is a very clean and rust free tailgate that I've had for many moons.
Comes with:
2 latches,
3 hinges (one that's brand new),
2 hooks that attach to tub for latches,
2 brackets that hook on back of tailgate for the chains,
2 shoulder bolts that attach to the tub for the chains.
I do NOT have the chains (I was planning to use cables to eliminate the chain rattle).
I stripped the tailgate down to bare metal years ago. There was one very small piece of bondo, but I couldn't tell you where it is. I then sprayed it with black primer.
There are also a couple holes where the PO drilled out the spot welds that held on the license plate bracket (which I do NOT have).
Some of the hardware pieces have some surface rust, but nothing major.
Here it is partially mounted on my rig (I have the lift hatch for sale as well here):
