faulty oil pressure guage/wiring?

thats Penrite oil, renowned for maintaining good pressure all round!

mine cold start goes up the same as yours and when warm sits about halfway between the 2nd & 3rd marks from bottom up
keep in mind your old sender was not functioning properly as well, if you cleaned the internals of it as i mentioned you would probably have seen similar results. Before i cleaned my sender cold start would be beneath the 3rd mark from the bottom and once warm would sit on or just below the 2nd mark from the bottom

I do remember when i bought the car new it would behave as your new sender is showing

Its behaving the same as it was up until about 2 weeks ago. Mines always sat pretty high tbh.
 
FWIW the pressure seems to go up much further (almost pegged to the top) compared to any of my FZJ80's ever did (using ~4-5 quarts 10W-40 with 2-3 quarts of 20W-50 Mobil 1 mix for example).

Can you find the viscosity specs for your oil?

It would be interesting if the pressure levels were different with an OEM Toyota filter installed ie: at your next oil change.
