You can check the VSV by seeing if there is vaccum on the ASV side of the VSV. That means the VSV (1) is opening but the ASV is not. Also too if you have a hand vacuum pump. You can hook it up to the ASV with the bypass hose undone and see if it stops the air back up to the air cleaner.

Sounds like the ACV could be bad.
 
Dude, That funds assistance program is BS, I wnet through it w/ my mom's car and its not really worth it.
Test the VSV yourself, its easy. First unplug the thing and see if the air flows through it without 12V applied to the terminals. Leave it unplugged from the car and jumper 12V and ground to the plug, it won't matter which way you do it.
Look at the emissions manual on page 3-25. Page 3-3 will show you which one is VSV2

Actually the state bought me a new cat 2 years ago on the BS assistance program. I paid $100 of $600 bill, they picked up the rest ;)
 
You just have to find a good mechanic on the list the state provides. I did it a couple of years ago and the shop has to get all expenses approved before they can order the parts. They gave me a bill for like $2500 to replace all this stuff and said the state probably wouldn't approve to use the $500 or whatever the amount is now unless I got everything replaced that needed to be replaced. I ended up taking the list of parts and replaced everything on my own for a lot less.

Also another benefit of the plan is the DMV will give you more time to get it fixed if you are waiting to hear back from the program. This gave me a lot more time without having to keep going back to DMV while I was fixing everything.

The High flow cat I got was about $100 not $600. It bolted right in in 20 minutes. The one you got didn't have the temp sensor port in it either.
If the shop charged you that much for the cat, just think of what its gonna cost you to get a smog pump and VSV, not to mention the labor to diagnose and install. But hey, to each his own:confused:

Toadhopper, do you suppose that my shop might have an hourly rate for their work and that that work inculded not just reinstalling the new cat, but diagnosing it in the first place? A general tune up, fixing an exhaust leak and then a retest to be sure it passed smog? Also is it possible that the bill came to exactly $600 becasue thats the most the state would cover after my inital $100? And isn't it worth $100 to have someone else do the work if it would have cost $100 to do it myself anyway?

Things to think about.

I know what I'm doing here, I know how to diagnose the emissions sytem and I know that if I can get the state to buy me some parts I will ;)
 
what is E-85?
 
So based upon all this E-85 talk, if were about to go for a smog inspection, what ratio of gasoline to E-85 would be a good recomendation?
 
seems like about 33% should be adequate, from what i have heard...

I thougt you weren't sure what your smog numbers meant ,and you were asking for help. I'm sure everything will come out just fine. I was just trying to give you some advice and personal experience since I went through a similar situation. Good luck.

I know how to diagnose the system, the parts themsleves, its pretty easy to follow a manual. I was looking for guidance on the results of my test to help me pinpoint what the issue might be, where to start looking and to help with things that might not be obvious or show up in the emissions maunal tests. I got some good feedback that has matched what I'm finding on the emissions system.

I appreciate the help, but I get a little irritated when people drop comments like yours about the CAT cost without thinking about what info migth have been left out of the post. So, no hard feelings I hope.

No hard feelings, although it is hard to anticipate all the things that may have been left out of a post. I shouldn't have assumed when you sait the state bought you a new cat that there werent other services provided at the same time. I actually had a smog place quote me about $400 to diagnose and R&R the cat for a different car. I went online, bought one and was done with it. it sounds like your smog place is better than the one I went to, but I cant help but think they missed something when your 60 is back to gross pollutor status after 2 years. What may have happened is that the new cat masked another problem even though it still existed. An example I experienced was after puttin on a new cat on my 60, the results allowed me to pass but not by much. There was a rich condition that fed too much gas to the cat and it burned it up in about 7500 miles. For me it turned out to be a bad power valve in the carb that caused the cat to fail prematurely. The smog test specs from 2 years ago might give you an indication if that was the case. I looked at some other people's specs after getting a new cat and it was REALLY running clean.
