Well after having the valves adjusted and the right dist put in and the motor timed I thought I'd go and see if I can get this thing legal. Here are the results.

FAIL! They said it was just running rich. Could I just adjust the fuel mixture and have it run really lean for the test? I'm open to suggestions.

Yes. you can lean it out with the idle mixture screw...but beware! you could induce a lean idle miss which would jack up some number...pighead forgets which...
In fact, try enriching slightly, with the idle mixture, and see what happens.

I had the same thing happen to me on my '75's first emission test. I took it to a mechanic that specialized in tuning carburetors along with the emissions test that showed where it failed and I asked him to tune it so it would pass. He tuned it right and it passed. I probably could have done it myself, but I wanted to make sure I only had to have it re-tested once. Good luck.
 
those numbers arent so bad,,, i dont remember what all youve done to the engine but a good tuneup should take care of that assuming the carb is adjusted properly. i know you had the carb done and it could just need a tweak for your engine. how bout new spark plugs and stuff?
 
I had the carb rebuilt by Mark A. I put on the right distributor (old toyota vac advance) with the pertronix electronic ignition and had the valves adjusted and supposedly timed. I does run better than it did but something is still not adjusted right.
 
change your plugs and wires, at least the plugs, it makes a big difference.

I had changed all of the wires and plugs a few months ago. I guess the plugs could be fouled but do you think that will change much as far as running rich?
 
plugs can definately do it,, but only a couple months, prolly not,,, its prolly just a tune thing,, maybe that new carb needs a little more dialing in. have you checked good for vacuum or intake leaks? double check timing,,, just go though the regular tune up stuff and see if anything got missed or needs adjust.
you could always pour some alcohol in the tank, but you didnt hear it from me.
