Electrical problem preventing start with EFI main relay (1 Viewer)

My 94 fj80 will crank but not start normally. If I jump the EFI relay between pin 2 and 4 it starts and runs fine. I am not getting voltage at pin 3 on the EFI relay when the switch is turned on. This is the control wire for the relay. This wire goes to position mrel on the ECM. Does anyone know which wire on the ECM controls the EFI relay? I also am not getting a check engine light and if driven with the EFI relay jumped, the over drive light flashes. I checked the two fusible links by the battery and i think they are good. I checked them for resistance. I am getting voltage at the BATT connection at the ECM and I get voltage to the ECM when the ignition switch is on at the ignition switch connection.
 
If no CEL with the key in the ON position before cranking the starter, the ECU is not in a ready state and it will not fire the EFI relay.
Did this start happening with no human interaction under the hood?
