I have recently purchased a 1998 Land Cruiser with only the Valet Key.
The Dealer and a local locksmith they recommended were not able to program a master key for it.
I found a site that claims to program a Master Key if you send them the ECU.

Yes, this is the company that I sent my ECU to and they returned it within about a week with an uncut master key. I took the key to the dealership and they cut the key for me using the VIN. Everything has worked great.I have recently purchased a 1998 Land Cruiser with only the Valet Key.
