Will 86 head fit on a 93 block? I need a short block but my head is an enginbuilder with less than 10k on it so I want to use that. Will the block be the same for my w56?
 
Yes and Yes.

In 1985- the 22RE had a major change. The block was taller and the head shorter, compared to the earlier models. The engines' blocks and heads are not interchangeable (for practical and cost purpose).

That webpage (that you quoted) is wrong, they have it backwards. I'm kinda surprised, I think that was written by Jim Brink, he was pretty sharp. The pre-8/84 block is taller (I used to have one). It also uses domed pistons, so the head can't be swapped from a later engine. Nothing from the front of the engine swaps over either. Starting with the '85 model year (8/84 production date), all the blocks and heads are the same up until the 22RE retired from domestic production in 1995.

There's a great tech doc on the LC Engineering website that explains this in detail, but they must be revamping their site, I can't get to it. Their site is all screwed up now.

To answer the OP question, Yes and Yes.
