Driver's side wiper works, but not passenger's side...

1976 pig.

Driver's side wiper works, passenger's does not swing with power on.

With power off, passenger's side can be pulled back and forth easily, while driver's side is solid.

So.... what is broken or loose, and is this common?

How do I investigate?

the mating surface between the pivot and the inside of the wiper pivot socket have smooved out. remove wiper arm, rough up inside of socket-don't make the opening any larger- and rough up the pivot pin surface and stick back together. HTH
 
pull arm. is the shaft the arm bolts to moving? if yes, splines may be stripped. if no, linkage between the two transmissions may not be attached.

I believe this is a linkage issue.

I guess I'll have to pull the cowl guard and see what broke.

don't think it's visible from under cowl grill. think you have to go under dash

Ige's correct, look up under the glove box, you may need to remove the box. the wiper motor is right there and some of the linkage should be visible up to the pass side wiper pivot.
