Door lock switch doesn't work unless LC is in acc or on

I've been chasing down and fixing a bunch of electrical issues in a 2001 GCC spec LC. I just replaced the Controller & Junction Instrument (aka body control ECU aka instrument ECU) to fix a problem where the LC thought a door was always open. I was hoping that would also fix my door lock problem. It didn't.

The door lock switch only works when the LC is in ACC or on. The wireless doesn't work, and neither does using the key in the door to trigger the lock motors (although I haven't tried the key with the LC running, I should bring the spare and do that).

I've checked the fuses and fusable links, and everything tests fine. I also checked with the immobilizer on and off. No change. I pulled the driver's door switch, and it has voltage when the LC is off. I'm having a hard time finding a good wiring diagram so I can trace where the locks get their constant power but after checking the switch, I guess there is power.

Has anybody seen this before and have any ideas? I will note that the body ECU had to be replaced with a different model due to a lack of availability, but this behavior was the same before I replaced the ECU.

edit: I checked. If the power is on, the external key works to lock and unlock the door.

Solved - The 40 amp fuse in the interior fuse block was missing. It also powers the dome lights (which were working) so I'm not sure what was going on. Completely unrelated to the ECU (unless there is something else that I missed that will fry the new ECU when the 40 amp fuse gets permanently replaced.).
