De-smogged fj60 and CO emission test

I was looking at a friend's dad's fj60 for sale today. It had an out-of-state plate and sat for many years. They tried to make it run, and found a guy who essentially de-smogged the truck (and threw way all the removed smog unit parts). It broke my heart - a clean truck otherwise. Here's what the engine bay looks like now:

So I guess without all the original smog equipment, it'd be impossible to pass the CO emission test? This truck is pretty much useless for CO except for parts?

Unfortunately I'm in Boulder. I guess it'd work for El Paso.

How much is he asking? If you don’t purchase of course. I’m in Boulder, could give you some ideas also to get it back to original. I’ve desmogged and smogged again after the 5 year tag was up.
