Just to verify you’ve doing steps 1 and 2 correctly: 1) begin with ignition switch off, 2) turn ignition switch on, 3) push CC level down (SET/COAST) position and hold it there, 4) push CC on switch, 5) observe two blinks of the indicator light, 6) move CC level to up (RES/ACC) position, 7) observe three blinks of the indicator light. If you’re still not getting three blinks in the up position then there is a problem with the CC switch or, possibly, the CC ECU. You can differentiate between the two by removing the switch and measuring some resistances, but the details on how to do that are for another post.
Also note that there are some differences in the cruise control system according to model year and, I have no doubt, world market. My 1997 USA FZJ80 can display more error codes than some earlier models, for example. And some threads assert that the ABS system is connected the the cruise control system while I know for a fact this is not the case with mine. Most threads about cruise control issues don’t specify what year vehicle they are talking about, so you need to be aware of possible differences.
