I took my clock spring apart and cleaned the ribbon cable. Put it back in and no more noise or weirdness.

I couldn’t stomach the $300 part either

Obviously the ribbon cable was intact since you did not replace it. You had no dash lights on and all steering functions were working. I assume it was just the noise. Did you apply any grease or did simple cleaning resolve the issue.
