Charge light question & misfire

My charge light has been on for a while now. Battery is new and is getting charged fine by the alternator, grounds all seem fine. All the fuses seemed fine, except the charge fuse in the engine bay which was reading 3 volts (all others read 13). When we pulled the charge fuse the light turned off but didn't affect anything.

Every once in a while it used to turn off by itself and all interior lights/gauges would brighten up, wipers would work faster, etc... this didn't happen when we pulled the fuse, but for now I just don't want to look at the light anymore.

Problem #2 is that I'm misfiring. Cleaned out the throttle body and intake, replaced air filter, sparks & wires are new, cap & rotor, mass air flow sensor, PCV, coil have all been replaced. It runs like crap for the first few minutes of turning it on then after I goose it a couple times it clears up, at least when I'm driving around town. On the highway however the engine stutters when I'm cruising. Can not for the life of me figure either of these things out.

Any thoughts?
 
your headed in the right direction

there is a white wire, a fusible link that may be the root of all this. its bolted to the 80 amp fuse in the fuse block under the hood. would be a good idea to check this or replce this

also
check for loose and or corroded terminals all around the fuse block especially in the circuit you had issues with.

FYI toyotas dont use a mass air flow sensor. its an air flow meter. ( AFM )

also make sure the ground lugs that are bolted to the intake plenum are tight.
