Buying without a title

Check with the local dmv. In my state (Rhode Island) titles aren't issued for vehicles over 10 years old; however, they do require the previous owners registration to prove that it wasn't stolen. Some other states are more lax with their laws. It really depends on the state you live in.
 
The states that have title regquirements such as MA (even if is a 1923 they will issue a title) require other forms of proof of ownership when a vehicle is purchased from a state that doesn't issue a title past a certain year. When I lived in MA, if I purchased a vehicle from RI or NH that was older I needed a previous registration.
 
I live in MA and i would register a vehicle with no title in NH get the registration and then in MA I could register it and they would issue me a tittle.
