Bluetooth changes while moving

I figured someone would have found a way to override this with techstream but I can't seem to find anything. My wife's old 2012 Prius could make changes while driving but our GX locks us out. Anyone found a way to change that?

In my 2017 you can't add a new device while moving but you are able to switch between saved devices at any time.

I would be fine with that. I think that is how the Prius is. In our GX, we have all our devices paired but can't change from my phone to my wife's when moving and that is stuuupid.
