He's a really cool guy and his designs are very innovative and look really cool. The swingouts are shorter too so they will clear your trailer tongue.
 
The only issue I have had with my BIO bumper is clearance between the swingout arm, stop tap and latch clearing the tongue on my trailers. I suspect this is a problem for nearly all swingout tire carriers, regardless of bumper manufacturer. Trying to find the sweet spot with drop hitches to keep the trailer level, clearing tongue jacks, battery boxes, etc. is kind of a puzzle that each individual situation will have a different solution. I have to unbolt and remove my tongue jack and then park the vehicle turning slightly to the left such that the trailer is angled about 15 degrees toward the driver's side in order to be able to swing the tire carrier and open the rear hatch while towing my Jayco Baja pop-up. I have less trouble with my utility trailer but the clearance between the top of the coupler and some low-hanging parts on the swingout tire carrier is VERY small.

That is the only issue I have the swingouts as well. The Dissent is the only swingout design I've seen that can clear bike racks and trailer tongues. BIOR and SLEE (and every other rear bumper) have the tire carrier swingarm longer than the 2nd swingout (in the photo, you'll see that the tire swingout extends well beyond the 1/2 bumper width as the latch is to the port side of the hitch receiver). Almost looks like a 60/40 split. The Dissent has equal length swingouts on both sides and neither extends more than 40% across the bumper. The tire swingout on the Dissent is over 8 inches shorter than my BIOR which provides more than enough clearance to clear racks and trailer tongues IMO. Would love a Dissent guy to chime in and confirm.

I have towed multiple different trailers without issues but can't speak for the bike rack, however I do have a 2" receiver option in the swing arm for a bike rack.
