Belt Routing on 3FE

I had a new A/C compressor installed on my 1991 Land Cruiser, and the mechanic is having an issue trying to figure out the proper routing for the A/C compressor belt.

He thinks that the belt is supposed to go through that bracket (as shown in the pic) but I think that the belt is supposed to clear that bracket, not go through it. There just seems that the trajectory of the belt is completely off going through that bracket.

There's also the issue of that small, what appears to be some sort of tensioner. It doesn't turn/roll very freely. I'm not convinced that that tensioner has anything to do with the A/C belt, as it doesn't even seem to contact the A/C belt in the routing diagram. Does this have something to do with the A/C belt? Should it spin freely? Is there a part missing on this tensioner? Is it even a tensioner?!?

He also claims that without the A/C belt being routed over/under that tensioner that the A/C belt is too long. He says he's using the correct V belt.

I hope this makes sense.

I just did my belts. I followed this video along with the Toyota repair manual and it was super easy.

The Idler Pulley should turn/spin freely, correct?

If it doesn't, should it be replaced? If so, Toyota no longer makes the part, correct? If so, is there a suitable replacement for the Idler Pulley that you know of?

Also, is 99332-1180-3 the correct belt for the 3FE?

My mechanic got a new A/C belt (listed as being for a 1991 3FE motor) and it's too long. The belt that NAPA gave him is part # 259470 in the NAPA system.

All pullies and idlers should spin freely.
Toyota belts are usually cheaper than aftermarket and higher quality and always fit properly.
AC belt is 99332-11180-83 as referenced in the previous post.

Most idler pullies have a replaceable bearing that can be had for a few dollars. Just knock it out and find a suitable replacement.

I went to a Toyota dealership today. I bought 99332-11180-83 belt, and this Idler pulley. Hopefully it's the correct one. If not, I'll see if I can't get a new bearing for the one that is currently on there.
