Well today the new VR came in from napa..... its the same part number but instead of the old fashion voltage coil points style VR they sent me an up graded solid state VR.. same exact part number as the old one. Like a VR607 I think... anyway problem solve. My next step is to upgrade some of the wiring to a 14 guage and rewire the headlamps with some bosch relays.

I wanted to thank everyone for their input. I also think this new solid state vr from napa is the way to go.

I would still suspect a bad ground somewhere. 2 bad voltage regulators, including one NIB seems too coincidental. A solid state regulator isn't as likely to be thrown off by a few ohm resistance across a bad ground.
 
Im going to go thru the entire charging system and replace it with 14G wire. At the same time rewire the headlamps using bosch relays.
