Clean out? Surly Toyota would not thread a spot in front of the block just to block it off?

This is a common manufacturing method. I believe that plugs off a hole that lets them line-bore an oil passage thru the block. Then the tap the hole and put a plug in it.

Similar to the "Welsh Plug" in the top of the heads of the 22R series.

Be glad it's a threaded plug that won't back out. Read up on the stupid soft aluminum plug they put in the heads of the 2F/3F engines, that conveniently pop out at about 100,000 miles. By the time you realize it, all the oil is pumped out of the engine and it's junk. Good times...
 
Ya Mike called and told me what it was for......yea I have replaced a few of the oil gallery plugs with allens.:D
