yes
with #1 cylinder at tdc the cam gear should be at 1130 or close too it both rocker arms on #1 should be loose
And the rotor should be pointing at #1 plug. If not, pull distributor out and with the rotor at 1200, slide it back in and see what happens. If all is good, the adjustment bolt on the distributor should be in the middle range of the slot on the distributor.

it was probable pieces of the metal timing guide. it ran fine before the work so dont go yanking the motor yet! (allthough about time)
