Your underhood emissions lable has the instructions. You will need to use a paper clip or wire to jumper terminal (ten) and (gnd). Your check engine light should be flashing if you did this correctly.

Hook your light up to #1 sparkplug wire. Shoot the light at the timing scale just above the crank pulley. If the notch on the pulley is lined up with the 3, your good. If not, loosen the distributor and turn it until it is. Tighten distributor, verify again, unhook everything.

I don't think the check engine light flashes on a '97. At least mine doesn't.

Also, make sure the engine is warm. I put it in neutral for the check. You might have to wipe the grime off the timing marks to see them well. As mentioned, 3 degrees BTDC is the factory spec. It should be stable (right on the the "3" and not move around). When you remove the jumper wire, it should move counter clockwise a few degrees.

So does anyone know if a 1996 should have the check engine light flash when you jump the terminals? If so mine doesn't what does that mean? Smog mechanic said possible TPS?

X2. Also, what's the point in doing the jumper wire?

The jumper porovides baseline timing by eliminating any influence from the ECU to advance or retard while setting timing. JOhn

My 96lx didn't flash when jumped but ultragauge gave steady reading of 3

These engines can be advanced a bit also. 6 or 7 degrees seams to be the norm.

What is the advantage/benefit of doing this?

Give you a slight better MPG and power. Mine is advanced to about 7-8 degrees and the power and MPG gain is noticeable. Make sure your engine doesn't pin with the gas you normally use.
