my buddies 98 4runner rear latch seems like it will open some times and not other times.... is there some sort of a cable that is attached to the handle that can be tightened or anything that can be done?

I'm not sure about a cable, but what about lubricating the actual latch assembly with some silicone spray lube?
That's what helped mine.
