I have the motor I pulled out of my 95 Cruiser when I did my Cummins conversion. This motor was running when removed from service but had a 'tick'. I think it spun a rod bearing but not sure. there is a video I took before Ii pulled it to show it running and you can hear the tick.

I'd say block with head. As it will likely need a rebuild, you want to do the head at the same time and match it.

Probably you would do better financially if you parted out the engine.
