'83 Carb Troubles

My '83 pickup is running really rich and won't pass cali smog to save my life. I've tried playing with all the screws, I've checked all the vacuum lines and diaphragms, they all seem to be doing what they are supposed to. I am missing the idle-up diaphragm as the FSM calls it, but the PO got it to pass without it. Am I missing something completely obvious, or should I be looking into a whole new carb or even a Weber? I'm NOT a carb guy at all and any help is greatly appreciated.

Any ideas where to find?
 
When I was looking at my carb on my 80 I looked all over for parts. Toyota stuff may still be available and I would def check aftermarket for the diaphram. The screw is a little tougher. You'll prob have to find a carb to steal it off of.
 
The diaphragm is still available from Toyota, but for 240 bucks, the screw isn't. I will check that. Could the idle up diaphragm be a problem? It's missing completely from my truck.
 
can you find a rebuild kit for it? that should include all sorts of s*** and the diaphram as well.

I found a Napa kit for like 40 bucks but it only really had some gaskets and internals. The carb was re-built not to long ago by the PO and it passed smog for him, I believe because he was at a lower elevation than I am, it definitely spits more fuel out the back the higher I go. In Big Bear I almost could have linked the exhaust to the filler neck.

I'm a total noob to the pickups and haven't found a good parts source yet, I guess I'm looking for the Spector Off Road of pickups if anyone knows of one.
 
The only aftermarket stuff I was able to find for mine was the choke spring and a gasket kit. They called it a rebuild kit but it only had gaskets. I ended up buying a used carb off of ebay the other day basically just for parts. The choke had been completely removed from mine as well.
 
I'm thinking I'm going to have to do the same thing, or look into aftermarket carbs.
