The plate underneath the snap ring might have to be pulled off with a puller. Mine was very snug but a puller got it off no sweat. And no the housing does not have to be removed to pull the brake assembly.
As previously stated, a puller should take it off.
The brake shaft and keyway tend to rust, making removal a bit difficult sometimes.

yes, i got it, thanks. i put a three prong puller on the inner plate(one with the steps on the outside) and pulled it out until i could get the puller behind the outside plate. had to use the puller for each one until it came completely off the shaft.
