I have an 81. I've tried to find a wiper relay for it. Right next to the dimmer relay right above the gas pedal I have a 4 prong plug that doesn't plug into anything. I assumed this was the wiper relay and talked to a few people that said a wiper relay was only used until 80 then were just wired straight. Which I can't find anyway. As of now as soon as I plug my wiper motor in, it immediately blows a fuse without event turning them on. I'm not sure how a wiper or why a wiper motor would be ran without a relay but I also don't understand if I'm missing the relay how it would immediately blow the fuse without one.

I found an OEM portion of schematic you will need.

There are several way to approach this I prefer to ohm out the motor, low/high speed. L(light blue) and LR(light blue/red) and do the same with L and LB(light blue/black. My guess is it has brushes so it should not be an open. And I think the low speed may have a resistor somewhere in the circuit since it has the capacity to slow down the motor. If you had another cruiser you easily compare readings. You could also disconnect the switch that controls the wiper motor. So if you disconnect it there and still blows the fuse problem could be in the motor. But but if does blow it further down maybe in the switch. You noticed WB(white/black)at yhe alternator, it comes from the switch. So I have question does your voltage regulator. Check 5he battery with engine off and than on.
