74 carb linkage missing? (1 Viewer)

During reassembly of my 74 Aisin carb I was using the Haynes manual to set the linkage. It asked me to set a gap between the stop lever and the damper arm. I seem to be missing the high speed valve stop lever. I looked back at all my pictures before disassembly and it was always missing. It ran pretty well before but never great.
I'm not sure how to proceed. Just leave it off? Parts carb?

I think that little spring loaded high speed valve stopper was pre 74 carbs. I arrowed the tab that holds your HSV back.

So is there no linkage connected to the damper arm? Is it opened by air flow alone?
 
Correct, just the counter weight closes it. FJ40Jim and 65swb45 have commented about the high speed valve in a few threads. I think if it opens prematurely the secondary side will run a little lean.
