How capable is a 2nd gen Sequoia off-road? I've been looking at 100/200 series Land Cruisers for months but the good ones go fast! How would the Sequoia compare to a 100 series Cruiser with a small lift and 33s? I think the IRS on the front and back might be an issue but not sure...

There are advantages and disadvantages to the 2G Sequoia.
Yes, the rear suspension does not articulate as well as the solid axle Toyota's BUT you do get a considerable amount of extra ground clearance because of the IRS so you gain a little and you lose a little.
2G sequoia will have unmatched ground clearance with 37's and a 3in lift. You'd need portal axles to beat it.
