I just bought an 87' pickup with a 22rte ct-26 turbo and some all stuff done to it. but the truck doesnt have a boost controller and right now it pushing about 15 psi which I know is too much on the stock ECU. So If I get a boost controller can I bring it down to about 9psi? I was under the impression that you could fool the wastegate to go higher but I dont know if you can lower it. Do I need a new spring?

And duh! 1st thing I'd do is ask myself why my CT26 was putting out 15psi to start with.

IIRC I ran across an article about getting MORE boost out of a CT by putting washers or "shims" behind something... Check for that.

I appreciate the info but that doesnt really help much. Lol i understand the role of a boost controller. I just needed to confirm that a boost controller cannot make a smaller psi seem like a larger psi, which i cannot imagine happening. Therefor I need to get my wastegate to open at maybe 6psi and I can adjust boost up from there with a controller.

Now then does anyone have any clue why my truck is boosting 15 psi lol could it be an aftermarket wastegate actuator? If so can i adjust the rod like on some cars?

I believe you can adjust the wastegate with the rod. I know on my car I have a ct26 and a manual boost controller and it can be adjusted above or below the stock settings. Don't know if that helps any.
I run 15 psi all the time on my car, so it is probably because your wastegate was adjusted to run that.
 
It ended up being that the wastegate vacuum reference hose was cut horribly. Fixed that and she runs like 7-8 psi with no boost controller. problem solved.
 
Finally some pics of the truck. I've got about $1800 invested in it at this point.

74k original miles, no rust anywhere at all, 300 miles on rebuilt shortblock with forged pistons, and one mitsubishi mighty max bed lol haha.
