I ordered new driver and passenger seat belt receivers for my 2004 LC. I just finished installing the drivers side pn# 73240-60390-B0. Now when I sit in the seat and start the vehicle there is no seat belt indicator on the instrument panel but as soon as I plug in the seat belt the seat belt indicator light starts flashing (telling me I need to put on my seat belt. I haven’t installed the passenger side yet.
Any ideas?

It sounds like you may have the wrong part installed. Seat belt recievers have a switch in them, and in most cars they can't be installed backwards. Your car is getting a signal when the seat belt isnt plugged in saying "it's plugged in". You can verify that with a multimeter. I don't have your VIN so can't verify the part fitment but there's almost nothing else that could cause that other than it being the wrong part, or if the part is somehow able to be installed in two directions (unlikely)

edit:
or the new part you ordered is defective

I still think its probably the wrong part though. its a simple switch and unlikely to be broken

instead of using a multimeter, look at the wire colors on the connector and make sure they match up
