2003 LX470 Headlamp issue

Greetings,
Right low beam is not illuminated when car is started. When I pull fuse ( new and female has been cleaned), then replace, light turns on and click is heard on right side of engine compartment. Once engine is turned off then turned on again lamp is not illuminated until fuse is pulled and replaced.
Lexus of Concord ( CA) says there is no relay and they don't know what is making the click.
Says I need a new harness. Sounds bs.
Anyone have experienced this before?

I didn't have clicking but my harness was bad. Check the harness that is connected to the headlight bulb, disconnect it from the bulb and look for damages or disintegration.
