GM 2002 Saturn L300 taillight/dashlight fuse blowing

I have brake lights, headlights dome lights but the taillight fuse keeps blowing, it was blowing like a mile down road but now it is blowing imediately

Start checking for shorts...

Found burnt wire going into bottom of fuse box covered it with shrink tube to try to temporarily fix but still blows fuse about a block down road

Not a good sign. I’d trace that wire out to see where else it is damaged.
