1991 HDJ-81 Glow Plugs Not Working

So last summer I sunk the truck in a mudhole and it sat there for 20-30 minutes until I was pulled out. Left (PS) side went in deep and there was a mudline halfway up the speaker grille. I suspect this may have affected the voltage relay/timer inside the left kick panel (P/N 28423-17020) which is NLA.

Question: Has anybody ever experienced this and had to remove it and clean it to get it working? Or anyone have a spare for sale?
