1990 hzj 73 1HZ automatic.

Intermittent starting issues...figuring relay or starter.

I did find one right below the steering wheel but seems kinda sparse with only some of the bigger relays.

I cannot find a fuse panel for the life of me

There should be a fuse and relay panel in the drivers kick panel, I believe that’s where the engine fuses are. The starter relay is in the engine bay. Hopefully this document helps.

That is a nice relay "map". The starter relay is easy to locate from the engine bay, in the left hand inner fender well, and a good place to start trouble shooting. Mine was giving me trouble a while back, and if I did not have a 5 speed I would have needed a tow truck...

What did you do on your 70 series today?
