1988 FJ62 $1500 (Does not run)

The History:
I owned it for a few years in the early 2000s and upon breaking a connecting rod, I sold it to a guy in Pass Christian, MS. He replaced the engine (with one from CruiserParts.net I believe), installed a MagnaFlow Exhaust and drove it for a year or two. He moved to Dallas in ~2006 and left it at his dad's farm while away. Sometime in early 2009 he came back and tried to start it, but it had been sitting for 3 years. He decided to sell AS-IS. Here's the mud thread: https://forum.ih8mud.com/ms-cottonland-cruisers/285051-88-cruiser-craigslist.html I bought it for $1700 in May 2009 in a non running condition.
I concluded that it needed a fuel pump. I tried the FSM method of jumping the diagnostic port and heard no sound. Then I went straight to the fuel pump and put 12v to it and nothing....no sounds...I began a desmog job and it is about 80% done. That's where it stands now.
The hood has rust and the roof has rust (see in the pictures).
