Update, Interesting History
The vehicle is sold.
As previously mentioned the PO said the vehicle was seized by the FBI from a military type group in the area and given to the local sheriff's department which I have always had sheriff's dept service records. But no record of the group, and couldn't remember the name, well evidently they're famous.
I found the answer on the FBI website. Scroll to page 47 for the seizure record. I've had so many negative comments about the history. Thanks for all of the positive PM's and inquiries. and to all of the negative folks who doubted the story told to me by the PO, here you go.

I rec'd a number of emails of folks leary of the history and truth in the story. The new owner never heard of mud, he's located in Memphis, so if you see him driving around Mud Bay, give him a wave for me.
