The VIN on the title doesn't match the VIN on the frame. i wouldn't touch it.
A lot of other stuff wrong too. steering column, wheel and dash have been changed from stock.
Honestly rust isn't too bad but i'd still avoid it like the plague.

Looks like a 3500$ 40 to me.
The VIN on the frame not matching the title is a concern, if it changes states with a VIN inspection could be an issue.

That would be tough to explain if inspected. would make a great ranch rig and a lower price
