1972 rolling chassis. Has been sandblasted and painted. Front disk brake conversion done with 85 mini truck parts. Believe it has HFS 4in lift on it. Aluminum wheels. Asking $1100.

Well it really depends on who you ask.... I mean it could. No legal beagle here but as long as it stayed with the frame I would imagine it’s legal.
 
what size/condition are the tires and can you add a pic of the wheels? Thanks.
 
The tires are 33x12.5. They "look" ok but I planned on replacing them if I finished the build. They have been sitting for years and looks like the date code is 1706. Also attached a picture of the wheel, its very dirty but I don't think there are any problems with them.

Where I live it's the way I'll explain- but I would imagine it to be the most legit way to sell a frame of one of these in any of our 50 states: frame should be sold with matching title and VIN tag (from driver's door hinge jamb). Otherwise, frame doesn't match body, vice-versa, etc. It raises red flags, and personally I don't buy vehicles when both don't match.
Just FYI. If you have the matching body tag, include that too.
 
Is that a power steering bracket up front on the inside drivers side?
