12HT oil cooler side cover

I am in the process of rebuilding a 12ht. There are 2 large Allen bolts and one smaller one on the side cover. They don’t want to budge and I don’t want to damage the side cover trying to get them off. Do I need to remove them? What is their purpose? I don’t see anything about them in the FSM.

I believe they're are just manufacturing artifacts.. used to seal up a hole where a drill was used to provide an oil passage (post casting).. ensure they're very tight and forget about them, given you cant budge them, you're all good.
