Have you tried pulling the relay and testing it on a bench?
Had to replace the switch on a mates 80 not long ago for the same issue, but Aussie spec 80's don't have the extra dimmer relay.
Just to clarify, are you saying you've jumped the fuse or the relay?
Do you have an EWD of the euro headlight circuits? I can upload a few pages if you need, not sure if there are euro spec EWD's in the resources.
Either the dimmer relay or the combination switch.
Use a jumper at the dimmer relay, then flash your high beams. Should rule out which of the two has bunged up.
Follow standard procedure from a workshop manual if you can find one for a manual transmission, check resources tab above.
Going from memory here, this is just a rough guide to get you going. Go to supercheap, get a 500mm 1/2" extension, worth every cent for this job.
