No click from the carb at all... what does that mean, something i can fix or i got a bad carb?

Recently replaced points, replaced vaclines today, filter is clear and fuel is flowing. Its idleing rough at about 1100 rpm( when i can manage to get it to idle) have tried changing idle on carb and changing the timing qith no luck yet

i think ill take my chances with the lightning but i will be selling the original seats shortly and if you would like to place an offer im sure you could dodge some lightning bolts in them.
