Yes, and my '05 suffers from it. (I've put in a relay+resistor fix but it's yet to be seen if it passes the visual durng the smog inspection).

Mine is '05. So if the only incompatibility is the cosmetic issue above this doesn't sound so bad. I can probably swap the grille and these two little plastic under-headlight thingies from a Tundra. Or just stick a LED bar in the gap between Sequoia grill and ARB bumper...
